Almost certainly this is down to mass immigration and different cultures. Spitting is as much part of this as Halal by stealth, women covering up, female genital mutilation, people living in sheds etc etc.
Or do people think it's a councidence despite there being virtually no cases of TB here 15 odd years ago.
